Who answers
Examinations are conducted by boards and commissions, but those bodies answer to governments. This page lists the ministers currently in charge of education in the Union government and in the states with the most incidents on record — so that "the system failed" always has an address.
Read this first. The ministers listed here are the current constitutional heads of the departments concerned. Listing here does not imply any involvement in, or responsibility for, any incident in this register — most incidents predate the current officeholders.
