**I built a public register of every documented exam paper leak in India since 2012 — and what the system did next. Here's what 80 cases look like.**

Three numbers first:

- Of **80 documented leaks**, only **15** ever reached a charge sheet, and **2** have ended in a conviction.
- The average case scores **0.97 out of 7** on a simple accountability checklist (FIR in 30 days, charge sheet in 180 days, any conviction, exam re-held, fee refund, official removed, reform gazetted).
- An estimated **₹951 crore** in exam fees was burned on cancelled sittings — refunds documented in almost no case. ~**4.0 crore** candidate appearances affected.
