Hours before the OSSC junior engineer (civil) exam on 16 July 2023, police arrested nine people at a Digha hotel with the paper. Balasore police later arrested eight more including the alleged organiser — a Bihar native working in the Accountant General's office in Patna — and the source: a helper at the out-of-state press where papers were printed. OSSC cancelled the examination.
